West Nile case: Public health vs. privacy (Rockford Register Star)
BELVIDERE — Two horses started it and a Boone County judge will finish it. Boone County took Illinois to court Friday after a state agency refused to provide the county with the location of two horses that contracted West Nile virus. The county says it needs the location to help ensure public health. The state says providing that information would unfairly burden the owner of the horses.
